Grand Moff Wilhuff Tarkin

Grand Moff was a political title used by a military or paramilitary officer, the senior-most administrative staff in charge of an Oversector. Though other offices such as Grand Vizier and Supreme Commander were the second highest powers in political and military issues respectively, a Grand Moff could deploy assets assigned to the Imperial Armed Forces according to his own take on his Oversector's needs in regard to quelling insurgency.
History[]
Several figures had held the position throughout the reign of the Galactic Empire. Beside the full say in all the matters concerning their Oversector as granted by the Galactic Emperor, Grand Moffs wielded enough authority to issue the status of the most wanted bounty in the Galactic Empire as well as to overrule any local magistrate, planetary governor or regular Moff.
For his services, Darth Sidious elevated Wilhuff Tarkin from Moff to the first Grand Moff, in addition to naming him Governor of the Outer Rim. He continued to notably hold this position until his demise during the Battle of Yavin.
Randd and Lozen Tolruck were recognized Grand Moffs of the Exterior and the planet of Kashyyyk respectively following the deaths of the Emperor and of Darth Vader. Moff Valco Pandion used the chaos caused by the collapse of the Empire's command structure to proclaim himself Grand Moff. The latter two holders of the title were killed in action, while Randd would go on to participate in the Battle of Jakku and survive to lead his own remnant in the Queluhan Nebula.
