The Proclamation of a New Order was an event in which Chancellor Palpatine announced to the galaxy that the Galactic Republic was going to transform into the Galactic Empire. After giving a speech to the entire Galactic Senate, the support to create the Galactic Empire was high, and as a result, the Republic, along with everything within the Republic including the Grand Army of the Republic, would be dissolved into the New Imperial Order. Following the formation of the Empire, Palpatine would declare himself Galactic Emperor.
